Publisher's URL: http://www.acit2k.org/ACIT/ AbstractThis paper introduces new a vision for a universal requirements engineering process, namely the TUREP process model with emphasis on the engineering dimension, but as well being business process driven, architecture centric, role driven, and relating to the activities of quality management, configuration management, system and software cost estimation, project management, and thus integrating with the overall software development process. In addition to other research projects that have been contributing to the evolution of the TUREP, this model is being evolved to establish a universal and integrated framework for the process of requirements engineering.
