The blue card directive: The EU's green card?

Directive 2009/50 (the “Blue Card” Directive) was adopted on 25 May 2009. This paper will analyse the aims and scope of the Directive along with the rights granted to holders of the Blue Card. The main part of the paper will consist of a critical comparison of the Blue Card system with the US Green Card scheme to determine the likely impact of the Blue Card and whether or not it will enable the European Union to compete with the USA in the global market for the highly sought after highly skilled third country national migrant. Finally there will be a brief evaluation of the possible impact on “brain drain” from developing and least developed countries and any contradictions with the EU’s asylum and immigration policy, particularly over circular migration .
